Proponents - The proponent will want public approval to result from the public consultation process, they will want to reduce delays and conflict and the power of the opposition to stop the project.

The Community - The community will want to be fully informed about what is going on. Some people will want to be able to influence decision-makers so that the final project is either built in a way that is in their interests or is not built at all. Others will just be content to know that they can have a say if they want to.

Government - Some of the political objectives of government might include

  • getting legitimacy for government projects
  • enhancing government image
  • countering organised opposition
  • resolving conflict
  • eradicating bias and ensuring social justice
  • social therapy'
  • re-distribution of power
  • increase in individual and community satisfaction (and votes!)

Government Agencies/Departments - Agency personnel tend to measure success of a public consultation program in terms of the extent to which the program was accepted by those involved in it and te extent to which the image of the agency had been improved. (Other criteria are cost, time, effort and resources used.)

Citizen Groups - Citizen groups tend to measure success of a public consultation program in terms of the success they had in preventing or modifying a proposed course of action, or the attainment of a broader recognition of the group (or the community) in the decision-making process.

Independent Observers - Independent observers tend to measure success of a public consultation program in terms of how well it met its objectives, the degree of representation, and the accuracy of information gathered.
