In 1967 there were 3 councils in the area:

Mittagong Shire Council

which had development control over Wingecarribee Swamp


Bowral Municipal Council

which had a special interest in the water supply from Wingecarribee and


Wingecarribee Shire Council
based in Moss Vale.

About 20 years later, these 3 councils merged into one, namely Wingecarribee Shire Council, which then took over Mittagong Shire Council's development control responsibilities for the Wingecarribee Swamp area.

In its evidence to the Mining Warden's Inquiry, Wingecarribee Shire Council submitted that in spite of exhaustive searches of its archives, including those of its predecessor (Mittagong Shire Council), no evidence could be found that Pike's mine had ever got development consent. It seems that DMR had mistakenly taken Bowral Municipal Council's natural interest in protecting its water supply as evidence of development consent.
