The RAC sent out survey questionnaires to five thousand people living in NSW, Victoria and the ACT. These people were chosen randomly from the Commonwealth electoral roll and were evenly spread through thirty-three electorates. The questionnaire included a contingent valuation survey and a section to find out travel costs for those people who had visited the estate areas within the previous twelve months.
